Plaintiff appeals from an order refusing to grant a temporary injunction restraining the city of St. Cloud from enforcing an ordinance of that city which requires motor vehicles carrying passengers for hire to be licensed and bonded.

Plaintiff contends: The operation of the ordinance was suspended because of the filing of a petition of protest by the voters; the charter does not grant the city council authority to enact such an ordinance; it is void as being contrary to the general laws of the state; and, finally, it is unreasonable as to classification and discriminatory and excessive as to…
