OPINION

{¶ 1} Plaintiff-Appellant, Tommie V. Hickle, appeals the judgment of the Seneca County Court of Common Pleas, denying him the right to participate in the workers' compensation fund for the conditions of spinal stenosis, degeneration lumbosacral intervertebral disc, post-traumatic arthropathy lumbar spine, post-laminectomy syndrome, and L5-S1 radiculopathy (hereinafter collectively referred to as "the additional conditions").
