Petitioner charges that respondent Retirement Board of the County Employees’ Annuity and Benefit Fund of Cook County and respondent Fitzgerald, the Board’s director (collectively, the Board), improperly terminated his pension benefits after he was convicted of a felony in 1987, contending that the fact that he was employed by another local governmental entity prior to July 11, 1955, the applicable service entry date set by statute, places him beyond the reach of the forfeiture provision of the law.
