Plaintiff Stephen M. Francis was employed in the University of Hawaii sys tem as a counselor at Maui Community College. Defendants are the University, its regents and certain officers. The action was brought pursuant to 42 U.S.C. § 1983, 1 alleging that the circumstances under which Francis was denied tenure amounted to a deprivation of liberty and property without due process of law under the Fourteenth Amendment.
