The main issue raised by this cause is whether certain criteria adopted by the board and contained in its policy handbook gave appellant a “property interest” in continued employment whieh warrants *195the due process protection of the Fourteenth Amendment to the United States Constitution.1

The board’s evaluation policies provide:

"At the regular meeting of the board of education in April the executive head shall present to the board of education for its approval and confirmation a list of certified personnel to be appointed or re-appointed with recommendations as to renewal or issuance of new…
