BRYSON, Circuit Judge.

The Department of Housing and Urban Development (HUD) removed Jaclynne M. O’Neill from her position based on four charges: acting as an agent of a private party before a government agency, in violation of 18 U.S.C. § 205(a)(2); misusing government property; delaying the completion of a work assignment; and engaging in disrespectful or insolent behavior toward a supervisor. On Ms. O’Neill’s appeal from her removal, the Merit Systems Protection Board upheld the agency’s action.
