MEMORANDUM AND ORDER

FOREMAN, Chief Judge:

Before the Court is defendants’ Motion to Dismiss. Plaintiff, an attorney representing several residents of the Town of McLeansboro, has alleged that he contacted defendant Engle, Town Supervisor, for the purpose of determining the rules, procedures, and standards used in assessing eligibility for General Assistance. Plaintiff was attempting to discover the basis for denying General Assistance to some of his clients. According to plaintiff, defendant Engle suggested a meeting at the town office.
