This case originated in the County Court of Blount County as a proceeding to establish a utility district under T. C. A. sec. 6-2601 et seq. The principal question on this appeal of an objecting resident of the district is whether an aggrieved party in such a proceeding can appeal to the Circuit Court without a bill of exceptions under Section 6-2606, providing:
