Defendant-appellant William B. Prince, Jr. (Prince) was convicted, on his plea of guilty, of conspiracy to defraud the United States or its agencies in violation of 18 U.S.C. § 371, embezzlement of United States funds in violation of 18 U.S.C. § 641, and failure to file a 1984 income tax return in violation of 26 U.S.C. § 7203.
