Appellant, Dr. Melvin D. Reuber, brought this suit under the Privacy Act 1 against the Department of Health and Human Services (HHS) and the Environmental Protection Agency (EPA), alleging that they had wrongfully maintained in their records, and had also disseminated, copies of a highly critical letter of reprimand sent to Reuber by his employer.
