RANDOLPH, Circuit Judge:

For more than two years, from 1983 to 1985, the Federal Bureau of Investigation investigated the Committee in Solidarity with the People of El Salvador (CISPES), several of its members, and individuals and groups associated with the organization. An informant, later found to be untrustworthy, had alleged that CISPES was involved in terrorist activities. No links to terrorism were ever uncovered.
