WATSON, Judge:

On December 28, 1984, the Commerce Department published notice of its final determination in the first administrative review of the antidumping duty order covering color television receivers from Korea. 49 Fed.Reg. 50420. Five actions were then brought in this Court to challenge that determination, all of which have been consolidated hereunder.
