In these consolidated appeals and cross-appeal we try to put an end to more than seven years of bitter, hard-fought contention between these parties.

In response to consumer complaints, the Attorney General and Los Angeles City Attorney together investigated Custom Craft Carpet’s advertising and marketing practices. In 1977 they advised Custom Craft that they intended to file a civil action against it. They proposed to settle the case by way of a civil penalty and an injunction against certain practices.
