In a decision dated April 18, 2000, the Court granted the appellant’s request for attorney fees and expenses as provided in his original application under the Equal Access to Justice Act, 28 U.S.C. § 2412(d) (EAJA), but denied attorney fees and expenses requested in a first supplemental EAJA application [hereinafter generally referred to as the first supplemental].
