Respondent, a Philippine corporation owned largely by Americans, brought this suit against the United States in the United States District Court for the Central District of California, alleging jurisdiction under the Suits in Admiralty Act, 41 Stat. 525, as amended, 46 U. S. C. § 741 et seq., and the Public Vessels Act, 43 Stat. 1112, as amended, 46 U. S. C. § 781 et seq. It sought recovery *166for damages resulting from the sinking of its fishing vessel, the MV Orient, after a collision with the U. S. S. Parsons, a naval destroyer of the United States.
