I. INTRODUCTION

Plaintiff Geta Barr (“Ms. Barr”) initiated this action on July 18, 2016, in the Circuit Court of Jefferson County, Alabama, alleging constitutional violations associated with the closure of her business and revocation and non-renewal of her business licenses.
