On April 24, 2015, Plaintiff Robert V. Justice, acting pro se, filed this suit against the Commissioner of the Internal Revenue Service (“IRS”) and the Secretary of the California Department of Corrections and Rehabilitation (“CDCR”) in their official capacities, seeking declaratory and injunctive relief and a tax refund of $159,487.00.
