Plaintiff, a federal inmate, filed this pro se action pursuant to 42 U.S.C. §§ 1981, 1983, and 1985 to redress alleged violations of his constitutional rights while he was a pretrial detainee at the Western Tidewater Regional Jail (“WTRJ”).
