This case arises out of a traffic accident which occurred in Gwinnett County, Georgia on November 4, 1990.

Plaintiff Dianna H. Williams, a Gwinnett County resident, was a passenger in a car that was struck by a tractor-trailer. The tractor-trailer was owned by defendant Southern Drayage, Inc., an interstate motor common carrier, and driven by Southern Drayage’s employee, defendant Charles Armstrong.
