INTRODUCTION

Before this Court is a motion for class certification pursuant to Rule 23(a) and (b) of the Federal Rules of Civil Procedure. This is a class action brought under 42 U.S.C. § 1983. Plaintiffs Gloria Jackson, Sandra Gonzalez, and Daisy Rangel, on their own behalf and on behalf of all others, allege that Cornelius J.
