OPINION
{¶ 1} Appellants, Citizens Against Megafarm Dairy Development, Inc. ("CAMDD"), appeal from an order of the Environmental Review Appeals Commission ("ERAC") that affirmed the decision of appellee, Fred Dailey, Director of the Ohio Department of Agriculture ("ODA"), to grant appellee, Frisian Hijma Dairy, LLC ("Hijma Dairy" or "dairy"), a permit to install ("PTI") and permit to operate ("PTO") a Concentrated Animal Feeding Facility ("CAFF"). Because reliable, probative, and substantial evidence supports the order, and the order is in accordance with law, we affirm.
