Relator filed her bill for mandamus to compel the- respondents, as Mayor and Aldermen of the Town of Franklin, to issue the certificate provided in section 8 of -Chapter 49 of the Public Acts of 1939, which Act regulates the retail sale of intoxicating' liquors.
