Plaintiff, the Moorestown Township Board of Education (“Moorestown” or the “District”), seeks judicial review of an administrative determination that it failed to offer M.D., a child with learning disabilities, a free and appropriate public education (“FAPE”) in violation of the Individuals with Disabilities Education Act (“IDEA” or the “Act”), 20 U.S.C. § 1400, et seq.
