MEMORANDUM OPINION

The District of Columbia appeals from an administrative Hearing Officer’s Decision in favor of Defendants William and Laura Vinyard, parents and next friends of their minor son G.V., which found the District denied G.V. a free appropriate public education in violation of the Individuals with Disabilities Education Improvement Act (“IDEA”), 1 20 U.S.C. § 1400 et seq.
