This is a civil rights action in which plaintiff John Hansen alleges defendant Donald Lamontagne violated plaintiff’s constitutional right to privacy under the Fourth, Fifth and Fourteenth Amendments to the United States Constitution and 42 U.S.C.A. § 1983 (West 1981 & Supp.1992). In addition, plaintiff alleges state law claims of defamation, negligent infliction of emotional distress, invasion of privacy, and violation of the New Hampshire Access to Public Records and Meeting Law, N.H.Rev.
