I. INTRODUCTION

Plaintiff Christopher L. Garenani (“plaintiff’) brings this action against defendants County of Clinton (“County”), Clinton County Sheriff David N. Favro (“Favro”), and Major Michael Smith (“Smith”) (collectively “defendants”).
