MEMORANDUM AND ORDER
HANSON, District Judge.
This ruling is another attempt by the Court to calm troubled waters in this lawsuit. Many motions are presently under submission to the Court in this suit, supported by a stack of briefs and documents 3 feet high. The Court will not delineate them all at this point. The Court, however, will attempt to deal with *46them all in a systematic manner, with the fervent hope that it will emerge at the top when all is said and done.
