This suit was filed as a class action by a black female and a black male, 1 who have charged Prince George’s County, Maryland (hereinafter “the County”) 2 with various racially discriminatory employment practices in violation of Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq., and 42 U.S.C. § 1981. 3 Plaintiff Patricia B.
