Burke, J.

This cause coming to be heard upon the report of the Commissioner, after hearing before said Commissioner, and this Court being fully advised in the premises,

Claimant Raymond G. Holt, Jr., a past inmate of the Menard Correctional Center in Chester, Illinois seeks compensation for injuries he sustained on July 29,1984, while in his cell. On the date of the accident, the Claimant was a small-engine mechanic and teacher at Menard. After completing his work for the day, Claimant returned to his cell. In his cell was a window with approximate dimensions of 2 to 2% feet by 5 feet.…
