POGUE, Judge.
In this action, Plaintiff Papierfabrik August Koehler AG and its subsidiary importer Koehler America, Inc. (collectively “Plaintiffs” or “Koehler”) seek review of the United States International Trade Commission’s (“Defendant” or “the Commission” or “ITC”) final determination that the domestic producers of certain light weight thermal paper (“LWTP”) are threatened with material injury by reason of imports of subject LWTP from Germany.
