INTRODUCTION
Before the Court is the motion of plaintiffs, the Citizens Coalition for Block Grant Compliance and certain individuals, for an award of attorney’s fees against the United States pursuant to the Equal Access to Justice Act, 28 U.S.C. § 2412. For the reasons given below, the Court will deny the motion.
