LUTTIG, Circuit Judge:

Appellant Lillian Woolf was employed for many years by the Small Business Administration (SBA). In 1983, she filed an administrative complaint with the SBA under Title VII, 42 U.S.C. § 2000e et seq., and the Age Discrimination in Employment Act, 29 U.S.C. § 621 et seq., alleging that the SBA had discriminated against her on the basis of age, sex, and race, by failing to promote her and by refusing to reclassify her position.
