INTRODUCTION

In this declaratory judgment action brought under G.L.c. 231, §§1 et seq., the plaintiff, Nicholas A. Pale-ólogos (“plaintiff’), seeks an interpretation of Chapter 240 of the laws of 2010, entitled “An Act Relative to Economic Development Reorganization” (“Act”), such that the court can declare that he has been an employee of defendant Massachusetts Marketing Partnership (“MMP”) since October 1, 2010, and that he is entitled to all attendant rights and benefits.
