Appeal from District Court, Bexar County; Robert W. B. Terrell, Judge. Suit by Ray Lambert, Commissioner of Sanitation, Parks, and Public Property, and another, against O. B. Black, Mayor of the City of San Antonio, and others. Judgment for plaintiffs, and defendants appeal.

This is a suit instituted by Ray Lambert, commissioner of sanitation, parks, and public property, and Dr. W. A. King, city health officer, against O. B. Black, mayor of the city of San Antonio, William C. Rieden, commissioner of streets and public improvements, John P. Pfeiffer, commissioner of taxation, Phil Wright, commissioner of fire and police, and Dr. L. L. Shropshire, wherein it is alleged that the commission form of government was adopted in 1914, to take effect June 1, 1915, by the city of San- Antonio, and that since that date the affairs of said city have been operated and…
