This case had its origin before the State Commissioner of Insurance and Banking, in which R. Fred Odle’s application for a license to write insurance as an agent for the Motor Insurance Corporation was refused. There was a formal hearing by the Commissioner, at which time a number of witnesses testified, including’ the applicant, and numerous exhibits were filed and made a part of the record.
