Petitioner is currently serving a six-year prison term after having pled guilty to one count of collection of credit by extortionate means in violation of 18 U.S.C. § 894(a)(1). Petitioner first appeared before a hearing panel of the United States Parole Commission (the “Commission”) on August 23, 1984.
