OPINION AND ORDER
SESSIONS, District Judge.
In this civil rights class action brought pursuant to 42 U.S.C. § 1983, Plaintiffs seek declaratory judgment declaring their right to costs, including reasonable attorneys’ fees, incurred in a successful administrative action brought by Plaintiffs against Defendants under implementing regulations of the Individuals with Disabilities Education Act (“IDEA”), as well as an award of such costs.
