In this lawsuit, a plaintiff class of African-Americans challenged the “at large” system used to elect councilmembers for defendant City of Elba, as violating § 2 of the Voting Rights Act of 1965, as amended, 42 U.S.C.A. § 1973. By order entered on April 1, 1988, the court approved a conseht decree requiring that the 1988 elections for city council be conducted under a five single-member district plan.
