OPALA, Justice.

The dispositive issue on certiorari is whether an involuntary termination of parental bond may be effected in a private interparental proceeding based upon the grounds provided in 10 O.S. 1981 § 1130(A)(4).[1] We answer this question in the negative and reverse the trial court's termination order.[2] The remedies…
