This opinion joins the earlier writings of this Court addressing the issue of whether a duty-free store can sell gasoline to travelers exiting the United States at its northern border. 1 Before the court is a USCIT Rule 56.1 Motion for Judgment upon an Agency Record by Plaintiff Am-mex, Inc.
