Petitioner-plaintiff Michael Cohn moves for a preliminary injunction, pursuant to Rule 65 of the Federal Rules of Civil Procedure, and a petition for a writ of habeas corpus, pursuant to 28 U.S.C. §§ 1331, 2241(a), (c)(1), and 2243, against respondents-defendants the Federal Bureau of Prisons, Harley G.
