OPINION

ROGERS, Circuit Judge.

Dismas Charities, Inc. appeals the district court’s dismissal of its challenge to a Bureau of Prisons policy that reduced the number of federal prisoners eligible to serve all or part of their sentences in a community correction center. Dismas’s interests do not fall within the zone of interests protected by the primary basis for their challenge to the policy, 18 U.S.C. § 8621(b).
