In 1997, the state of Maine elected to cover noncitizens under its state Medicaid program and it continued to do so until June 2011, when the Maine Legislature passed Public Law 2011, chapter 380, section KK-4, terminating Medicaid-ineligible alien health benefit coverage. Noncitizens Hans Bruns and Kadra Hassan, on behalf of themselves and a proposed class of Maine residents, request that the Court declare Public Law 2011, chapter 380, section KK-4 unconstitutional and grant a preliminary injunction…
