Petitioner National Union Fire Insurance Co. of Pittsburgh (“National Union”) contracted with respondent Personnel Plus, Inc., a California corporation that provides temporary help services, to provide workers’ compensation liability insurance (the “Insurance Program”) for Personnel Plus and its affiliate, co-respondent Great Dane Management Services, Inc., from September 1, 2007 through September 1, 2010.
