The Consumer Protection Division, Office of the Attorney General for the State *1306of Maryland (“the Division”), brought an action against John Edmond in bankruptcy court to forestall discharge. The Division sought to protect the possibility of eventual recovery on an administrative judgment rendered against Edmond for violations of Maryland’s Consumer Protection Act (the “Act”), Md.Com.Law Code Ann. §§ 13-101-501.
