This is an appeal from a judgment entered by the Scioto County Court of Common Pleas dismissing the petition for a writ of mandamus filed by Maharathah Karmasu, a.k.a. James Lee Paxson, petitioner below and appellant herein, against Arthur C. Tate, Jr., Warden of the Southern Ohio Correctional Facility (“SOCF”), respondent below and appellee herein.
