Plaintiffs Charles Clendenny and Mark Ingram bring this action against their employer, the Architect of the Capitol (“AOC”), for an alleged violation' of the Congressional Accountability Act, 2 U.S.C. § 1301 et seq. (“CAA”). Plaintiffs are employed as insulators at the AOC, and their responsibilities include performing “asbestos abatement” procedures in the buildings used by the United States House of Representatives.
