SUTTON, Justice.

This is an appeal from a declaratory judgment of the Sixty-fifth District Court of El Paso County.

The facts are undisputed and very brief. Evelyn Gobel Forti owned real property within the City of El Paso upon which was due certain delinquent taxes. The property was foreclosed upon in a proper tax proceeding and was bid in by the City of El Paso for its benefit and the benefit of other taxing units, parties to the suit.
