TOM STAGG, District Judge.

Before the court is a remand from the Fifth Circuit Court of Appeals, vacating the summary judgment denying the plaintiffs equal protection claims and reversing the denial of the retaliation claims. On remand this court is directed to address the remaining elements of the pending claims in accord with the terms of the Fifth Circuit’s opinion. See Record Document 54.
