By their petitions in the. original jurisdiction of this Court the petitioner and intervening petitioners challenge the constitutionally of an Act of the General Assembly, approved June 10, 1940 (Act No. 1019), appropriating two million dollars for the revenues derived from the five cents gasoline tax and the motor vehicle license fees to the payment of the State deficit for the fiscal year ending June 30, 1940, and to the general expenses of the State, in the manner and under the circumstances hereinafter set forth.
